The Proposal is the first three chapters of the dissertation in many cases.  In other cases the Dissertation Proposal is simply Chapter I.  In any case, the most frequently encountered reason for a Ph.D. candidate to struggle with the dissertation proposal is failure to do a complete literature review before starting the proposal phase. Many doctoral candidates end up leaving their programs because they attempted to write their Proposals without first collecting and reading the source materials, and then organizing those materials into a Review of Literature.

It is literally impossible to write a dissertation proposal "off the top of your head", as they say.  If you want to try it, go ahead, but in the end you will fail.
